KMR Safety First

KMR Safety First is a privately owned and operated family business; Karen Robinson the founding and current Director holds all legal rights and responsibilities for the complete operations of the business.  Established in 1997, KMR Safety First is a community focussed first aid training organisation delivering first aid training throughout Victoria.  KMR Safety First sets the standard for community emergency first aid systems and training services in Victoria.

As a Registered Training Organisation KMR Safety First complies with relevant Commonwealth and State legislation and regulatory requirements, that are relevant to its operations and scope of registration.

Conduct and Welfare

Learners are to advise KMR Safety First of any potential barriers to their learning prior to the commencement of training (e.g. any language, literacy or numeracy barriers, disabilities or physical conditions). KMR Safety First will make every effort possible (within reason) to accommodate the special needs of learners.

Learners are to behave in a socially responsible manner and to treat other learners and trainers in a considerate and courteous way. Learners must not act in a way that interferes directly or indirectly with the learning of others, or that hinders KMR Safety First staff from carrying out their duties.

Learners will treat equipment and resources with care and respect at all times, learners will adhere to instructions given by staff in order to maintain equipment in accordance with regulations and to maintain the health and safety of all.

Access and Equity

KMR Safety First staff treats all learners in a fair, respectful and non-discriminatory manner and at all times are professional in performing their duties.  Learners are to show the same courtesies to other learners and to KMR Safety First staff.

KMR Safety First support a learning environment that is comfortable for learners and staff, is free from any form of harassment and discrimination. We value diversity, respect of self and others, cooperation, safety, and are committed to equality.  We provide opportunities for everyone to access and participate in learning and to achieve their learning outcomes by being as inclusive as possible and do not unreasonably prevent any learner from accessing our services.

KMR Safety first will not operate any training sessions for any longer than eight hours in duration. Training sessions will only operate between 8am and 10pm.

Safety and Security

KMR Safety First holds the wellbeing of its learners in the high regards and will make every possible effort to ensure their safety and security at all times.  KMR Safety First complies with state and national occupation health and safety acts to ensure that training is conducted safely and without risk to the health of its learners. Learners are encouraged to approach trainers at any time if they feel their safety or security is in question.

When KMR Safety First training is conducted at a client location; KMR Safety First staff will follow all location occupational health and safety requirements as determined by the location manager. Locations will be kept safe and secure throughout the course duration and at the completion of the course, premises will be left as the client has requested.  At the completion of all courses KMR trainers will ensure that no learner is left in an inappropriate situation, for example, a learner will not be left waiting alone in a car park at night.

Emergency services such as Police and Ambulance will be first point of contact in any situation that is deemed to be an emergency by KMR Safety First staff, and all associated costs will be the responsibility of the client or learner. In the case of an emergency at a client location the trainer will contact the course organiser or location manager to ensure that all emergency procedures are followed and the learners in case of emergency contact person is reached.  The trainer will also make a record of the incident.  If a learner leaves a course early for any emergency a make-up course will be offered at no additional cost.

Learners Responsibilities

All learners attending KMR Safety First training courses must take reasonable care for their own security and safety and that of other people around them.  All learners must abide by KMR Safety First terms and conditions, and ensure that they advise KMR Safety First of any situations that may impact on their or others health and safety.

Code Red Emergency Closures

KMR Safety First frequently operates in and around schools and services that have been identified as being at high fire risk and are listed on the Departments Bushfire at Risk Register.  Where a Code Red Day has been declared KMR Safety First will follow all procedures as documented by the education department. Privacy Policy

KMR Safety First is committed to maintaining the privacy of its clients and learner’s, KMR Safely First undertakes to comply with Privacy Act 1988, including the 13 Australian Privacy Principles (APPs) as outlined in the Privacy Amendment (Enhancing Privacy Protection) Act 2012.

MR Safety First manages personal information in an open and transparent way. This is evident in the implementation of practices, procedures and system that ensure our compliance with the APPs, and provide suitable procedures for KMR Safety First staff to be able to deal with related inquiries and complaints that may be received from time to time.

Client and learner personal information is collected for (but not limited to):

  • Providing service to our clients
  • Training administration purposes
  • Promoting products and services
  • National Centre for Vocational Education Research
  • Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS)
  • Conducting internal business function
  • Activities associated with being a Registered Training Organisation register (RTO)with the Australian Skills Quality Authority  (ASQA)

KMR Safety First’s approach to collecting personal information is to collect any required information directly from the individuals concerned. This may include the use of forms (such as enrolment forms or assessment records) and the use of web based systems (such as online enquiry forms, payment gateways, web portals or internal operating systems). Learner records are strictly confidential and will only be made available to the learner upon request; learners have the right to request that records be amended if information is found to be inaccurate.

Client and learner information will not be disclosed to anyone outside KMR Safety First without written consent, other than in instances where workplace managers, employers or another KMR Safety First trainers and or assessors require personal information to be used to discuss training progress or assessment results. No other parties will share personal information, unless they have a legal right to the information or a right to the material as required under the standards of the Australian Quality Training Framework or the Student Identifiers Act 2014 regarding the collection, use of, disclosure of and security of the Unique Student Identifier.

KMR Safety First ensures that all client and learner records are kept accurate, up-to-date and secure. Where physical records are required to be retained, storage is secure and access restricted to job related appointed staff. Electronic records are hosted in a secure cloud based environment, restricted by user log on, virus protection; backup procedures and ongoing monitoring procedures are in place.

An online a payment gateway for credit card transactions, providing a safe and secure means of collecting payments via the internet.  All online credit card transactions performed on the site are secure payments. Payments are fully automated with an immediate response and individual complete credit card details cannot be viewed by KMR Safety First or any outside party.

KMR Safety First uses VETtrak as an approved compliant client management database and can provide AVETMISS reporting to the Australian Skills Quality Authority as and when required. In line with privacy legislation, KMR Safety First will not withhold any records and all records will be available in electronic and print out versions at no cost to clients, learners and ASQA in the event that KMR ceases operations.

KMR Safety First strive to provide exemplary products and service to all our learners and stakeholders, from time to time we understand that complaints and or appeals may arise.  To ensure that learner and stakeholders have to opportunity to pursue a complaint and or appeal a dedicated process has been developed, with the ultimate outcome being that any substantiated complaint and or appeal is resolved in accordance with the complainant’s wishes with an outcome that satisfies all parties involved.

Nationally Recognised Training and Assessment

Nationally Recognised Training

KMR Safety First is a nationally recognised, Registered Training Organisation, registration number 22485; all accredited courses and units are national recognised by all other Registered Training Organisations throughout Australia.

KMR Safety First will acknowledge Nationally Recognised Training qualifications granted to students through competencies gained in courses or training packages with other Registered Training Organisations.  Participants must provide a certified copy of their certificate prior to course commencement for verification by the Training Manager.

Transition to Training Packages and Expiry of Accredited Courses

In the instance that an accredited course expires or a training package is superseded, KMR Safety First will adhere to the following principles:

  • No new student can be enrolled in an accredited course after its accreditation or expiry date has passed.
  • Currently enrolled students will be transitioned into the new or revised qualification as soon as made possible.
  • The transition period for superseded and or expired accredited courses will not exceed 6 months, except in exceptional circumstances, as determined by the Training Manager.
  • The Training Manager will be responsible for ensuring that all current students, relevant employers and relevant stakeholders are notified of any training package change and or expiry and how it will affect them.
  • The Training Manager will ensure all staff are notified of relevant changes and or expiry immediately, including how the changes will affect the training and assessment of students and what new strategies are to be implemented.


Training delivery will focus on facilitation of adult learning by contextualizing learning programs to suite the individual learner needs while meeting all requirements as set out in the relevant training package. Training complies with all relevant Commonwealth and state legislation, associated regulatory requirements and when required learners are advised if this affects their duties and participation in a KMR Safety First course.  Training will follow the publicly available Training and Assessment Strategy.

Trainers will work with learners to determine any potential barriers to learning prior to the commencement of, or during a training session (e.g. any language, literacy or numeracy barriers, disabilities or physical conditions) and will make every effort possible (within reason) to accommodate the special needs of learners while facilitating a  learning environment that is comfortable and free from any form of harassment or discrimination.


Assessment will be conducted with a holistic approach using a range of direct and indirect methods including: observation, questioning, written assessment and participation in structured practical activities including case scenarios.  Assessment strategies will be based upon the four principles of assessment, validity, reliability, flexibility and fairness and evidence will follow the rules of evidence, being valid, sufficient, current and authentic.  Assessment is designed to meet the requirements as set out in the relevant training packages and will follow the publicly available Training and Assessment Strategy.

Assessment practices allows for reasonable adjustment to be made catering for different assessment needs of learners.  Relevant access and equity issues will be taken into consideration when deciding on best assessment practices and only learners who display the required skills and knowledge are certified as competent.

Plagiarism or cheating of any kind will not be tolerated.  If at any time, KMR Safety First suspects any such activity has occurred, we may investigate and act accordingly with any alleged parties involved. If it is found that plagiarism or cheating has occurred, reasonable action may be taken, such as revoking certification, disqualifying competence and or withdrawing the offender from training. Where deemed necessary, KMR will provide feedback to the learners over arching organisation.

Where a learner is assessed as not yet competent at the completion of a course, re-assessment is available and must be completed within 30 days of the initial assessment.  Learners are encouraged to attend as frequently as required and training and assessment staff will be available for extra help outside course hours when required. Staff can be contacted via email and phone.

Statement of Attainment

Once a learner has been deemed competent by an appropriately certified assessor an electronic Statement of Attainment will be generated and emailed directly to the learner.  Where requested, Statement of Attainments can also be emailed to an overarching organisation.  Printed Statement of Attainments is available for a fee of $20.00 per Statement.

Electronic Statement of Attainments will be issued within 30 days of learners being deemed competent, a Unique Student Identifier received and verified and all course fees paid.

  • Statement of Attainment issued to competent leaner’s in a Nationally Recognised Training
  • Participation Award issued for non-competent learner’s in a Nationally Recognised Training
  • Participation Award issued for learners attendance at a Workshop


Fees Cancellations Transfers and Refunds

KMR Safety First is committed to transparent Fees, Cancellations, Transfers and Refund practices that are fair and reasonable for all parties.


Individual learner fees are payable prior to course commencement, booking will only be confirmed once full fee payment is received.  Fee payments are to be made at time of online booking at www.safetyfirst.com.au by credit card.  If fee payments cannot be made on online learners must contact KMR Safety First to discuss possible alternatives.

Group client bookings are confirmed on the receipt of full fee payment or the receipt of a purchase order number.  Fee payments can be made up to 48 hours prior to the commencement of a course or in the event of a purchase order an invoice will be forwarded on the completion of the course.  Fee payments can be made by credit card, cheque and direct deposit.

Where a group client booking numbers have been confirmed and all learners do not attend, the course will go ahead as scheduled and fees charged according to the number of learners in attendance.  Where a course falls below 8 learners the minimum fees charge will be for 8 learners.

All fees paid in advance are held in a holding account until such time that the course had been provided to the learner.

A Statement of Attainment reprints will incur an upfront fee of $20.00 per statement, unless the reprint is required as a result of a KMR Safety First error.  Statements of Attainments can be emailed in a PDF or jpeg format, at no charge.  KMR Safety First reserves the right to withhold statements until the full payment of all related course fees.

Where a learner does not provided a valid USI to KMR Safety First after multiple requests and within a given time frame an administration fee of $20.00 is payable for USI details to be updated and a Statement of Attainments to be issued.


Cancellations can be made up to 48 hours prior to the commencement of a course without charge to the individual learner or group client, fees paid in advance can be refunded by direct deposit or transferred to a new booking.  Where a discount has been applied to course fees, only the net amount actually paid will be considered for refund.

Where a cancellation is made less than 48 hours prior to the commencement of the course, a cancellation fee of $20.00 per enrolment is payable.  Cancellation fees will be automatically deducted from the refund amount.

KMR Safety First reserves the right to cancel or reschedule a course in the event that minimum participant numbers are not met.  A significant value added to any course comes from the lively discussion within a group of people.  In the unlikely event a course is cancelled by KMR Safety First for reasons outside of its control, once the decision to cancel or reschedule a course has been made, learners will be contacted immediately, where possible with at least 24 hours notice to organise alternate arrangements.  Fees paid in advance can be refunded or transferred to new bookings.

In the event that KMR Safety First ceases its operations as a RTO, or are for any reasons unable to deliver a specified service, KMR Safety First will continue support all enrolled Learners and or Clients assisting them where required to engage with other local RTOs to deliver required services. All fees paid in advance will be refunded in full.


Transfers can be made up to 48 hours prior to the commencement of a course without charge to the learner or group client, fees paid in advice will be automatically transferred to the new booking.

Where a transfer is made less than 48 hours prior to the commencement of a course, a transfer fee of $20.00 may be charged for individual learners and for group client bookings.  Transfer fees are payable prior to the transfer being implemented.


Where a learner does not attend a session and has not provided prior advice to KMR Safety First or where a learner leaves prior to the completion of the course, full course fees will be forfeited.  KMR Safety First reserve the right to waiver this where exceptional circumstances arise and KMR Safety First has deemed that a refund is fair and reasonable.  All decisions regarding refunds will be made by the KMR Safety First Director.

All refunds are made by direct deposit into a bank account nominated by the individual learner or group client.

Product Purchases and Refunds

Refunds will be issued on general merchandise providing it is in re-saleable condition and still in the original packaging.  Books, print cards, kits and manuals must be in re-saleable condition, (not written in, creased, used or damaged in anyway). Shrink-wrapped books, manual or course materials must be returned unopened in their original wrapping and packaging.  If a product has been purchased with a discount only the net amount actually paid will be considered for refund.

Refunds can take up to 14 days to be processed, refunds are made via electronic funds transfer and advices are emailed or faxed on the day the payment is made.

Credit Transfers

Students wishing to apply for credit transfers will be referred to the KMR Safety First Director. Students must provide a certified copy of their certificates prior to course commencement for verification and all associated documentation will be retained by KMR Safety First.   Any training requirements and fees will be discussed and agreed upon by the student and the Director prior to enrolment.


Recognition of Prior Learning and Current Competencies

Recognition of Prior Learning and Current Competencies (RPL/RCC) acknowledges the full range of an individual’s skills and knowledge, irrespective of how it has been acquired. This includes competencies gained through formal study, work experience, employment and other life experiences. RPL/RCC is the process of equating an individual’s prior learning and experience to the learning outcomes and units of competencies.  It is available to all learners enrolled in KMR Safety First Nationally Recognised Training.

RPL/RCC falls into two categories, standard exemption or credit for previous formally recognised training and recognition of work and life experiences, including non-formally recognised training. KMR Safety First ensures that individual’s prior learning is recognised, irrespective of how or where the learning has taken place.  Learners can apply for RPL/RCC once enrolled by completing a RPL and RCC Application From; all applications for RPL/RCC will be managed and assessed by the KMR Safety First Training Manager.


  1. Applications for RPL/RCC should be lodged using the PRL and RCC Application Form with relevant certified documents attached.
  2. The applicant will be invited to attend an interview process to discuss the application. This interview where deemed appropriate may occur by telephone.
  3. An assessment and verification of the application will then be undertaken. (Further information and or documentation may be requested to be supplied and assessed).
  4. The applicant will then be notified of the assessment decision.
  5. Where applicable, recognition will be granted and certification will be distributed accordingly.

Applications for RPL/RCC will not incur an administration and assessment fee.  Individuals who are granted RPL/RCC will be issued with relevant qualification as appropriate.  RPL/RCC will be granted where it can be substantiated that the applicant has achieved the units/elements of competencies.

Student Assessment Information

There are no specific entry requirements or pre-requisites so no prior experience is required.

Students who have an identified language/literacy or other learning need or have physical limitations or a disability, should inform the RTO upon enrolment or before course commencement so that the appropriate support can be arranged for.

All assessments will be conducted in English and the assessment methods include:

Performance Evidence

The Student must show evidence of the ability to complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the job role.

Students will be placed into pairs and will conduct practical assessment tasks on each other

with one conducting the task first, then swapping roles to allow the other student to do the task.

The trainer will set up pairs and arrange the necessary equipment, first aid products/supplies and classroom setup. It will be conducted in the classroom. The trainer will demonstrate the required task. Then the students will have a short period of time to practice after which you’ll be required to demonstrate all steps of the task as an assessment. The task will be conducted without assistance of the trainer.

Students can have multiple attempts at each task if required.

Knowledge Evidence

The Student must be able to demonstrate essential knowledge required to effectively complete tasks outlined in elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role.

A theory assessment will be provided and can be completed as an “Open Book” assessment. You’ll be required to sign off on the completed assessment stating that it was your own work. A 100% mark is required for all theory assessments but you can have multiple attempts to correct the answers that were wrong.

Some questions may have more than one correct answer (Will be indicated by the question number being in bold with an asterisk * e.g. *5). Fill in all circles that are correct as you answer. If you need to change an answer, simply cross the incorrect circle and fill in another one that you think is correct, e.g. assessment-example˜

Students can reattempt the questions that were answered incorrectly. You should now circle the actual letters of A B C D to clearly indicate the second attempt as being different from the first.

For Blended Delivery courses where you do pre-learning, students are required to complete the theory assessment prior to attending the course. The completed assessment is to be submitted during your classroom session for the practical component.

For Non-Blended Delivery courses the theory assessment is completed in class time with your subject matter workbook provided on the day of the course. The theory will be assessed at the conclusion of the course.

Oral questions will be asked throughout the day to help demonstrate the Student’s clear understanding of all topics covered in the course.

 Assessment Conditions

Skills must be demonstrated working individually as the first aider using industry-validated scenarios and simulations.

Students will be split into two groups for the scenarios. One to three scenarios per student will be undertaken. (Number of scenarios is based on which course or unit is being assessed) Half the class as individuals will be assigned roles as casualty with a specified problem requiring first aid assistance. During this period the other half of the class who will play the role of first aider have left the classroom.

Upon re-entry to the class, the first aiders will approach their assigned casualty and go through the whole first aid process. Once the first student has successfully demonstrated the correct procedure for dealing with the first aid scenario, roles will be reversed and new scenarios assigned for the second student to demonstrate the correct procedure.

Foundation Skills

The Learner will need to meet the required ACSF levels and Foundation Skills requirements (language, literacy, numeracy and employment skills) that are essential to performance to successfully complete the course.

For example, during a first aid scenario you’ll need to demonstrate how to:

  • Seek assistance from emergency response services
  • Provide an accurate verbal and/or written report of a first aid incident
  • Accurately convey incident details to emergency response services
  • Participate in debriefing with a supervisor


The Student is required to satisfactorily complete all aspects of the training course in order to achieve competency and be issued with the relevant Statement of Attainment.

It is important to note that the HLTAID competency standards do require a level of physical ability to meet the evidence requirements for assessment. Students must be able to perform at least 2 minutes of uninterrupted CPR on an adult manikin placed on the floor. These standards relate to the level of performance required to provide resuscitation and respond to an emergency situation where there may be risk to life. (This paragraph only applicable to Students who will be participate in learning CPR)

If a student has been found not-yet-satisfactory in any of the assessments, the student has the opportunity to re-sit their written or practical assessment. Details of reassessment process can be discussed with the RTO.

Where a Student does not have the ability to perform resuscitation and/or any first aid/asthma/anaphylaxis task to the performance standard it is not appropriate to issue a statement of attainment to Students who are unable to meet the assessment requirements. In this case, the RTO will provide the Student with a non-accredited certificate of attendance, or similar, as an indication of their participation in the course.


Feedback is collated, analysed and used as input to our continuous improvement culture, to continually strive for quality in our training, assessment and related business practices, it provides information on how we are doing from the perspective of our learners and clients.

Learners attending KMR Safety First training course are encouraged to provide feedback on all aspects of their interaction. Both KMR Safety First and Australian Quality Framework (AQFT) feedback forms are provided at training sessions, feedback is confidential and can be made anonymously.

Feedback is also sort by the Australian Quality Training Framework (AQFT) and as a minimum one learner per course will be requested to complete an AQFT Learner Feedback form. Employees (course organiser) may also be requested to complete an AQFT Employer Feedback form.

Pricing and Trading Terms

KMR Safety First is dedicated to providing contextualised, industry specific, face to face training and assessment services across Australia.  In order to provide this service, fees are set to maintain KMR Safety First’s viability while remaining competitive with industry. A fee review is performed annually and where required amended fees implemented from the 1st of January each year.  KMR Safety First also reserves the right to amend fees as changing business conditions dictate.

As per the GST Free Education Schedule of the GST Act, training and assessment services do not attract GST, please be aware that a number of first aid recourses do not fall under this Schedule and therefore GST would be applied.  Further information can be found at:


In the event that a quote is required for services to be rendered, the quote will be binding for a period of 30 days from date of issue.

KMR Safety First’s trading terms for accounts are due and payable 14 days from invoice date.  Statements are sent to clients with outstanding Invoices at month end. Where accounts remain unpaid after 14 days after months end an additional 5% interest charge maybe payable, failure to make payment within additional 14 day an additional 10% interest charge may be payable. In the case of further non-payment the client is liable for all debt collection fees.

Payments can be made by direct deposit, credit card (Visa, MasterCard), cheque, money order or cash.  Amex or Diners are not accepted. Payments of $1,000.00 or more via credit card attract a 2.5 % surcharge.

Unique Student Identifier

As per the Student Identifiers Act 2014, from the 1st January 2015 all learners under taking Nationally Recognised training are required to have a Unique Student Identifier (USI).  The Unique Student Identifier is a reference number made up of 10 numbers and letters, to create, retrieve or learn more about USI go to www.usi.gov.au.  KMR Safety First complies will all associated USI privacy legislation.

A statement of Attainment cannot be issued without a verified USI.
